A windfall for social & environmental justice

Rising energy and fuel prices are affecting everyone but it's the poorest and those on fixed incomes who are paying the heaviest price. The warm summer weather will not mask the anxiety and anger at dramatically rising bills for the essentials of life - light and heat. We believe that the moment is right for the government to levy a sensible one off windfall tax to guarantee social and environmental justice both now and in the future. This is why.
The average annual spend on domestic energy per household has now breached £1200. Since 2000 we have faced gas price rises of 100% and electricity price rises of 61% - with further increases including British Gas raising its gas bills by a record 35%. Simultaneously the main energy providers have seen their profits rise from £557 million in 2003 to now over £3 billion. This alongside the recent news of profits made by oil companies - BP is now making £37 million a day with a 23% increase in profits to £6.7 billion for the first 6 months of 2008.
The current spike in the price of oil means these companies are receiving unearned and undeserved windfall profits that are damaging to the rest of society, not least because the unprecedented price rises are fuelling inflation and therefore the cost of borrowing and repaying mortgages.
The government estimates that 2.5 million families are living in fuel poverty, whilst Energywatch puts the figure at over 4 million. Yet despite the billions made in profits, the energy industry spends just £50 million a year combating fuel poverty and has only agreed to raise this to £150 million a year by 2010. But every 10% increase in energy prices mean an extra 400,000 people go into fuel poverty.
At the same time there is a lack of investment in securing renewable energy to help Britain become energy independent and more carbon neutral. By 2020 the UK wants 15% of all energy to be from renewable sources, this is currently only 2%. Increased investment is urgently needed if the government is to meet its target.
Just as government responded to the oil shocks of the 1970s and invested in North Sea oil - to the ongoing benefit of the now privatised energy and oil companies - so government must intervene again to secure sustainable energy supplies for the 21st century and reduce the fear of fuel poverty. It's absolutely right that the corporations who are benefiting from that original investment and the later privatisation pay their fair share to society.
As precedent a similar windfall tax was levied when Labour came to power in 1997 on the unearned profits of the newly privatised utilities and raised £4.5 billion. Similarly in 1981 the Conservative government levied a windfall tax on the main clearing banks - justified on the grounds that increased interest rates led to substantial unearned profits. In 2008 the spike in the price of oil has today lead to substantial unearned profits for the main oil and energy companies - we therefore call on the government to levy a windfall tax.
Revenues from the tax should be ring-fenced to deliver social and environmental justice for all. Part of the money raised should be used to immediately help those struggling with rising fuel bills and should be particularly targeted at families in or facing fuel poverty. However the best strategy to eliminate fuel poverty forever is to ensure every home is insulated and energy efficient to the highest standards. Therefore much of the money raised should be used to kick-start a national programme of home energy efficiency and installing renewable energy, starting with the homes of the fuel poor.
Used in the right way this could benefit the UK economy as a whole - just as the New Deal in 1997 created new jobs for the long term unemployed, such an investment could see the creation of hundreds of thousands of new jobs in renewable energy production, insulation, building renovation and other sectors.

BIOLOGY: Prof. Dr. Johanna E.M.H. van Bronswijk of Eindhoven University of Technology, The Netherlands, for doing a census of all the mites, insects, spiders, pseudoscorpions, crustaceans, bacteria, algae, ferns and fungi with whom we share our beds each night.
CHEMISTRY: Mayu Yamamoto of the International Medical Center of Japan, for developing a way to extract vanillin -- vanilla fragrance and flavoring -- from cow dung.
LINGUISTICS: Juan Manuel Toro, Josep B. Trobalon and Núria Sebastián-Gallés, of Universitat de Barcelona, for showing that rats sometimes cannot tell the difference between a person speaking Japanese backwards and a person speaking Dutch backwards.
LITERATURE: Glenda Browne of Blaxland, Blue Mountains, Australia, for her study of the word "the" -- and of the many ways it causes problems for anyone who tries to put things into alphabetical order.
PEACE: The Air Force Wright Laboratory, Dayton, Ohio, USA, for instigating research & development on a chemical weapon -- the so-called "gay bomb" -- that will make enemy soldiers become sexually irresistible to each other.
NUTRITION: Brian Wansink of Cornell University, for exploring the seemingly boundless appetites of human beings, by feeding them with a self-refilling, bottomless bowl of soup.
ECONOMICS: Kuo Cheng Hsieh, of Taichung, Taiwan, for patenting a device, in the year 2001, that catches bank robbers by dropping a net over them.
AVIATION: Patricia V. Agostino, Santiago A. Plano and Diego A. Golombek of Universidad Nacional de Quilmes, Argentina, for their discovery that Viagra aids jetlag recovery in hamsters.

Researchers in the UK found out that obesity strikes children of middle classes and not of the working poor. It seams that the problem are working mothers.
Why some other issues are not considered in the research?
- In the published news its not clear if the income level and women employment were analysed separately to know which was more welated with which. Like in this claim:
"For every 10 hours a mother worked, children from households with an annual income of £22,000 or higher were more likely to be overweight than children from the lowest income group,"
The UCL/Gosh research links the explosion in childhood obesity with the rise in women going out to work, particularly those with young children. In 1984, 27 per cent of women with children under five in the UK were employed, while in 2004, 59 per cent of married or cohabiting women and 34 per cent of lone parents were employed. No link was found between the hours worked by the father or partner and weight problems.

Sim, como é que um ministro (e logo das Finanças) pode menorizar as irregularidades detectadas pelo Tribunal de Contas, não só em termos do peso orçamental como da natureza das mesmas? Como é que se pode ter um discurso de exigência, levar a sério as restrições orçamentais, os cortes, despedimentos e congelamentos? Parece que a classe politica está determinada em questionar a legitimidade do Estado. Estará alguma coisa errada aqui. Mesmo em termos de sobrevivência deveria pesar o impacto social de afirmações desta natureza, sobretudo num momento de crise de confiança. Depois admiram-se que o povo escolhe o ditador como o maior português. É um reflexo de rejeição a tipo de atitudes que tem proliferado. Suspeita-se de um profundo desprezo pela opinião pública, a ponto de nem sequer ter em atenção as mensagens que são transmitidas. Oh sociedade civil, onde andas? Porque é que nunca conseguiremos ser europeus?
Alguns aspectos apontados pelo Tribunal de Contas no Relatorio podem nem sequer ter efeitos visiveis em termos contabilisticos, mas tem um impacto amplo em termos da qualidade da cidadania e do papel do Estado. Destaco apenas alguns:
* Na auditoria ao financiamento do regime de Acesso ao Direito e aos Tribunais – Sistemas de Gestão e de Controlo diz-se:
Concluiu-se que são inadequados os sistemas de registo e controlo dos serviços prestados, em contrapartida dos dinheiros despendidos, com o apoio directo ao acesso ao direito e aos tribunais, constitucionalmente garantido aos mais necessitados, não existindo estatísticas e indicadores básicos na perspectiva do exame da eficiência e da eficácia do sistema.
O Tribunal constatou, no período auditado, uma prática reiterada de incumprimento das regras, aprovadas e em vigor, aplicáveis às comparticipações financeiras efectuadas a algumas IPSS e entidades equiparadas, e recomendou a adopção de todas as medidas necessárias à completa normalização das situações irregulares detectadas, com remessa de informação e comprovação da mesma ao Tribunal.
Concluiu ser deficiente o sistema de controlo interno, essencialmente no caso dos acordos de cooperação e de gestão, visto não se proceder ao controlo das frequências de utentes, resultando em comparticipações financeiras superiores às efectivamente devidas.
Indícios de elevada evasão fiscal na utilização dos benefícios fiscais das contas poupança-habitação, sem que a DGCI tenha realizado acções de controlo de modo a obviar a tal situação.
Processamento manual das operações de consolidação da conta da Segurança Social, face à impossibilidade de conclusão do “Módulo consolidação” do Sistema de informação Financeira (SIF), com potenciais riscos para a fiabilidade e compatibilidade da informação produzida.
Insuficiência de informação na conta da RAM para determinar o contributo da Administração Regional no apuramento do défice do SPA (Sector Público Administrativo), de acordo com o SEC 95 (Sistema Europeu das Contas Nacionais e
Regionais).
Inexistência de critérios técnicos e financeiros objectivos de atribuição dos apoios financeiros a conceder a cada Casa do Povo da RAM, o que inviabiliza a avaliação da pertinência dessas comparticipações
Insuficiência da documentação de suporte das utilizações dadas às transferências para os Grupos Parlamentares, em particular no que concerne à justificação da legalidade da sua utilização por parte daqueles órgãos da Assembleia Legislativa da Madeira.
Não prestação de contas pela maioria dos estabelecimentos de ensino particular e cooperativo apesar de a isso estarem obrigados pela legislação que regula os apoios financeiros
